
Lucy Tang Oback
is APAPA President for 2008 and Chair of APAPA-CEF's
Internship and Scholarship
Program. She recently served as
Vice-Chair for the 2006 and 2007
Voter’s Education & Candidate
Forum. In 2005, she joined the Ong Ko
Met Association and is a member of their Board.
Lucy has served on the Executive Board of the Asian
Pacific State Employees Association (APSEA). She was 2nd Vice President
for fiscal year 2004-05 and 1st Vice President for
2005-06. Lucy is a Tax Administrator I for the
State of California
in the Employment Development Department (EDD). Lucy has
a degree in Business Administration from the
University of Southern
California. She is a native of
Sacramento, the
daughter of Wayne and Connie Tang who immigrated from
China in 1957.
She lives in Elk Grove with her husband, John Oback.

John W. Oback
is a Website Advisor for APAPA. He has also served as a
Photographer for APAPA events. John
and Lucy work as team. You might say they are "a package
deal." John served as the Webmaster for
APSEA between 2004 and 2007. He is
employed as an Investigator for the California Air
Resources Board (ARB), Enforcement Division. Previously,
John was an Enforcement Supervisor for the
Sacramento
Metropolitan Air Quality Management District (SMAQMD).
In the 1980's, John worked for Sacramento County as a
Park Ranger and as a Weights & Measures Inspector. He
has a degree in Biology from the University of
California at Davis. John is also a native of
California, born
and raised in
San Jose. Both
Lucy's and John's fathers share a similar history. Both
were immigrants that received their citizenship after
serving honorably in the US Army.
